船舶停靠美国港口注意事项发布时间:2010-04-28

开往美国的船舶,每一位船长都会特别关注eNOAUSCG CBP检查,AGM, VGP, 以及各个洲不同的防止污染的规定。

下面是一封给船长的指导邮件,仅仅是一个比较全面的提醒,对于船长每个有疑问的问题,我们分别给予指导,不能在此一一列明。对新上船的实习生或在职的任何一位船员也要了解抵达美国港口的要求,以便配合、服从船长所要求开展的工作。

 

Dear Capt XXXX船长您好!

There are some relative regulation for USA to you as your next voyage will call us ports, hope it could be some helps for your USA call.以下是有关靠泊美国港口的信息,希望对你有所帮助

1.       E-NOA must be sent out to NVMC 96 hour advance arrival USA port.
Even it is a 96 hours e-NOA, but it is practicable and favorable for you to submit your eNOA in 120 hours before entering the
U.S. port, So that you may be allowed to have time to confirm with your agent if the eNOA is properly accepted. The ‘Operator’ in the vessel details of eNOA/D must be as same as the company’s name listed on vessel DOC certificate.

电子档抵达报告必须在到达美国港口前96小时发送到国家船舶动态中心。尽管是96小时到港报告,仍然建议你在抵港前120小时发送,因此代理可以确认有关单位是否有收到。填写报告中operator一栏时,一定要与船舶DOC证书中的公司名一致。

2. ECM QI Notification Exercise

Copy eNOA/ or update eNOA to ECM not replace the QI Notification, QI Notification Exercise must be conducted quarterly when operating in USA waters, but not to exceed 4 times per year, Please note that exercise's time, ship’s position and method (tel, email, or fax) must be recorded in ships log book, and that at least one time QI notification exercise must be conducted by telephone per year.对抄送给ECMNOA不可以替代QI通知,如果船舶常靠泊美国港口,QI通知演习一定要至少每个季度进行,但是不必每年超过四次。请注意在航海日志内记录演习时间,船位,通讯方式。每年至少一次的QI演习是通过电话交流的方式进行的。

3. Ballast water management
Please study Ballast water management plan and maintain all necessary record properly such like crew training and ballast log etc. Ballast water exchange to be carried out in waters at least
200m deep and the form to be completed and sent prior to arrival.压载水管理。要认真学习压载水管理计划,保持所有必要的记录,如船员训练,压载水记录等。压载水必须在水深超过200的水域进行,表格要完整并在到达前发送。

4. VGP and eNOI
Make sure all necessary form had been properly filed in VGP file according to index, including coverage permit letter . The weekly inspection to be recorded at least 1 week before entry US water.
确定所有必须的表格内容根据VGP格式的内容填写,包括封面。进入美国水域前每周的检查一定要进行记录。

5. Charts & Publications.
Ensure that Charts and publications are corrected to latest NTM. If US charts are on board, US NTM is to be on board as well. Charts correction log is to be updated.
保证所有的海图与出版物改正到最新的NTM,如果船上有美版海图,船上要有美版NTM。海图改正日志要及时更新。

6. 33 CFR 164.25 (Tests main engine for astern propulsion before entering or getting underway, Emergency maneuvering from local control) complied with (12 hrs prior arrival US waters) and recorded in logbook.到港前12小时,要根据33CFR 164.25要求,在进港或开航前进行主机倒车测试,主机机侧操车等演练,并将内容记录在航海日志内。

7. USCG inspection
The SSP must be strictly executed all time during stay in
USA, especially Access Control, Gangway watchman to be reminded to check ID of any person including USCG. If your crew would like to check USCG baggage, please keep a courtesy way.船舶在美国水域内,SSP一定要严格执行,特别是登船控制,舷梯口值班人员要提醒检查任何上船人员的身份证明,包括USCG的证明。如果船员要检查USCG的包裹,要注意礼貌。

In addition to ISPS, Please carefully check the following items in particular and carry out drills and crew training on board so that you are fully prepared to face the USCG inspection and achieve Zero deficiency.另外关于ISPS,要仔细检查以下项目并进行演习以及船员训练,保证船上进行充分准备以面对USCG的检查,达到0缺陷通过。

During inspection, the following point was still focused by USCG, however this list is not all-inclusive:在检查期间,以下方面USCG比较关注,但是下面的内容不是检查的全部:

a. Review of all “ORIGINAL” documents, certificates and licenses.检查所有的原始文件,证书,证明。

b. Various drills. Fire drill, Abandon ship drill, Emergency Steering drill, Lifeboat launching every 3 months, SOPEP (oil spill) drill. Emergency Generator operation test. You may be requested to conduct emergency drills to evaluate crew competence, refer to item the Guidance for Port State Control Fire and Abandon Ship Drills. Please check Life boat Engine & Batteries for starting boat engine again one day before arrival. 各种演习,消防,救生,弃船,应急操舵,救生艇三个月下水一次,溢油,应急发电机等。船上可能被要求进行应急演习以评估船员能力。请参照以下指导。在到港前一天要检查救生艇机与电池,确认艇机可以启动。
c. Tests of all navigation equipment and examination of navigation charts and publications.
测试所有的航行设备,检查海图与航行资料。
d. (33 CFR 164) Test of steering gear and associated alarms in all modes of operation and from all control locations.
在所有的操舵方式、在所有的操作位置测试操舵设备与相关的报警。

e. Operational test of the emergency fire pump and the simultaneous charging of two(2) fire hoses, typically, one at the bow and one on the bridge wing.应急消防泵测试,同时连接两条消防皮龙,特别是一条船头,一条驾驶台侧翼。
f. Operational test of emergency generator under load.
应急发电机在负荷下运转测试。
g. Operational test of oily water separator, examination of the marine sanitation device, and the incinerator if so equipped.
测试油水分离器,检查秽水处理系统,检查焚烧炉。
h. Cargo deck examination, including piping, vents, flame screens, cargo hatches, and fire extinguishing systems.
货物甲板检查,包括管路,通风,防火网,货舱盖,消防系统等。
i. Examination of machinery spaces for fire and personnel safety hazards.
检查机舱处所的消防与个人安全隐患等。
j. Examination of hygiene of accommodations, provision rooms, galley, pantry and mess rooms, toilets.
检查生活区,伙食间,厨房,洗刷间,餐厅,厕所等的卫生。

k. Machinery space. Cleanliness of E/R, No undue leaks from machinery causing fire hazard, No heavy oil stains in bilges and in machinery. Oily rags are not left lying open.机器处所,机舱的清洁,没有泄漏以防产生火灾危险,在舱底没有严重的油污痕迹。油布桶保持关闭。
m. USCG is extremely vigilant in pollution prevention aspects, please carefully make Oil record book and Garbage Record book entries. USCG
对防止油污方面非常聪明,要认真的记录油类记录簿。

8. Guidance for Port State Control Fire and Abandon Ship Drills. 消防与弃船演习指导
•Drills should, as far as practical, be conducted as if there were an actual emergency.
演习要尽量做到与实际发生一样。
•The fire drill will commence by a crew member activating the fire alarm system, or other means to sound the alarm, as directed by the USCG Officers.
消防演习,一般由一名船员启动火警系统,或者按照USCG的指示其他方式启动报警。
•At no time during the Lifeboat Drill will crewmembers be allowed into the lifeboat while lowering, raising or moving the boat from the stowed position.
救生演习时,任何的船员均不可以在放艇、收艇或移开存放位置的时候待在艇内。
•As a minimum, the following procedures and operations should be demonstrated in a timely manner for USCG to assess the crew’s competence: USCG
在考察船员能力的时候,至少以下几点要在规定的时间内进行:

A. Fire Drill消防演习
1) Activate a fire alarm or use other means to alert the crew and the mate on watch of the emergency onboard.
启动消防警报或用其他方式报警,以警告船员与当值高级船员。
2) Effectively isolate the fire by establishing fire and smoke boundaries, closing watertight doors, fire doors, and fire dampers (simulate).
通过模拟建立控火或烟的隔离层,关闭水密门,消防门,防火挡板等。
3) Secure power and ventilation to the affected areas (simulate).
模拟关闭火区电源与通风。
4) Crew report to their stations and prepare for duties as defined in the muster list.
船员到集结地集合,按照应变部署表规定的职责准备。
5) Establish communication between pilothouse and the on-scene coordinator.
现场与驾驶台建立通讯。
6) Properly outfit two crewmembers in fireman’s outfits and demonstrate operation of the breathing apparatus.
两名消防员穿着消防服,演示呼吸器的使用。
7) Demonstrate familiarity with available fire extinguishing equipment and systems, including emergency fire pump as well as fixed and portable fire extinguishing systems, two fire hose must be brought to the scene and manned and proper use demonstrated.
利用消防设备演示灭火,包括应急消防泵,固定与便携式灭火器,两条消防皮龙一定要现场备便,并且人员备便。
8) Demonstrate procedures to properly enter the space and extinguish the fire.
演示进入火灾现场并灭火。
9) Respond to personnel injuries as imposed during a simulated casualty.
模拟演练人员受伤,现场人员的应对。

B. Abandon Ship Drill弃船演习
1) Mustering of the crew in response to the abandon ship alarm.
听到弃船信号后,在位置集结。
2) Crew report to stations in accordance with the muster list, with required equipment and demonstrate ability to carry out designated duties.
船员根据应变部署表集结,带齐有关装备,演练操作负责的设备。
3) Crew demonstrating proper donning and wearing of lifejackets.
船员演示正确穿着救生衣。
4) Officers and crew to speak a common language and communicate effectively with each other.
高级船员与普通船员之间用共同的语言有效沟通。
5) Lower outboard lifeboat and demonstrate operation of davits, brakes and releasing gear. Demonstration of lifeboat operation and releasing gear will be at the discretion of the USCG Officer.
将救生艇放到舷外,演示艇架,刹车与释放装置的使用。在USCG的指导下演示救生艇操作,释放设备。
6) Start and run the lifeboat engine to verify ahead and astern propulsion capability.
启动并运转艇机,演示前进,后退等功能。

Pleases find and fix the deficiencies by self-check before USCG, and keep us updated on your findings and deficiencies allow us to make suitable arrangements.请在到达美国进行USCG检查前,发现并确定缺失,及时通知我们船上的调查与缺失,以便我们做出合适地安排。
